How to cure the stupidity epidemic - useless signs?

It seems people have lost the ability to think. This is especially true here in the USA, where you will find signs like this everywhere. Even as a lawyer they annoy me, although I understand the purpose is to protect businesses from liability in the event of accidents. In most cases, the signs simply state dangers that should be obvious to someone with even a modicum of common sense. Like - "HAZARD: DO NOT STAND AT THE EDGE OF THE CLIFF." I saw such a warning in San Diego, California.
Recently, I went to a lovely sunflower farm by my house and before I even entered the serene landscape, I was greeted with all these rules and regulations. I rarely notice such signs during my travels in other countries, but a reader from Moscow recently sent me this photo...
1. CAUTION: ZOMBIE ZONE - A red triangle with people buried in their phones.

2, In Germany and Sweden, similar signs are now installed in heavily trafficked pedestrian areas.

3. One more example from Hayward, California, posted in a school zone with a lot of children. Today, children in my area begin the new school year. Good luck to all the students! Go forth, and study hard. :)

4. Each morning on my way to work, I see blinking signs on the highway - "DON'T TEXT AND DRIVE." Some areas, like Boston, are more creative.

In Washington, DC there are regulations against using mobile devices while driving. Only bluetooth options, or something similar, are acceptable. The fine if caught - $100.
Do you have signs like these in Russia, or your country? What should we do with these zombies who risk the safety of others while driving and texting, or walking in close proximity to cars while their attention is focused entirely on their mobile screen? People usually advocate for fewer laws and regulations, and maybe they're right. None of these signs, warnings, or even fines, seem to curb this global epidemic, which puts the lives of others in peril.
Who has a practical solution to stop this absurdity? Please share. :)
