They are actually all over the soviet bloc. My uncle got one back in 1991. Basically right-hand-drive Japanese used cars tend to be cheaper than comparative left-hand-drive cars.

Japanese domestic car market is strange as the taxes on older cars are high enough for people to be compelled to move to new ones. This makes good used cars very cheap in Japan and readily available for export (dealers right inside the port).

For many years the ability to bring over a car was a huge additional income for sailors in the Pacific. Now I would guess it is more organized.
