I also suffer from smokers... In a crowded city like Moscow it is particularly terrible because there is no escape: have to share air with smokers on the bus stops, entrances to office buildings, shopping malls, restaurants... And even near elevators in the multifamily buildings... Many of these are forbidden in Russia, but people still do it and no one is controlling. I don't know what to do. Or maybe i just need to be patient since it takes years and huge fines for people to change their habbits.
