Unfortunately, most adults behave exactly as children. They will push and disobey until something valuable/important is taken from them and they are punished. For children it can be toys or electronics, for adults - it's often money. So, until laws are enforced and business owners suffer some fines or punishment, it's doubtful they will obey the non-smoking regulations. There is nothing you can do...we must put up with lots of behaviors we don't like - whether it's smoke blowing in our faces, rude people talking loudly on the phone, people pushing in line. This is the world in which we live.
