All this land in Russia already belongs to somebody or to some legal entity like a former collective farm, etc.

In fact, around Moscow the task of the government is now the opposite.
If they only lose control (or take a bribe) the agricultural land is quickly taken by compaines which build highrise apartment building on them without enough supporting roads, schools, hospitals and such.

It's a very profitable thing because everybody want to live in Moscow or at least as close to it as possbile (then they drive to Moscow to work).

Prime-minister Stolypin tried to do something like you are talking about 100 years ago trying to move peasants from overcrowded central Russia to Siberia.
But he was quicky killed.
