Everyone in Estonia and Latvia spoke perfect Russian, no English! Now we stopped overnight at a Lithuanian hotel and the receptionist spoke broken Russian but excellent English. So I think your observations are correct. The differences with Russia are immediately noticeable when you enter these countries.
