Estonia and Latvia have a very significant percentage of Russians. This is the reason why they now have this racist citizenship law.
Lithuania never had it and it did not have many Russian speakers even in Soviet times. Also, Lithuanians have their own imperial past. There is always a difference in national character between imperial and non-imperial nations...
