I don't consider America to be a barbaric country, and some females in religious sects here also wear head coverings. Examples are the Amish and Quakers. So, I guess in some ways it's about control of appearance and limiting male temptation, but it's mostly tied to a conservative way of thinking and strict religious beliefs. There aren't many Muslims in my area, and the ones that work in my apartment complex only occasionally wear hijab. Here in DC, we have a huge Ethiopian population!! They are everywhere. :) I've never seen any woman wearing hijab in swimming pool in Arlington, VA, or local beaches not so far away. So, I guess it depends on the area of the country in which you're living.
