Ames Research Center (ARC), commonly known as NASA Ames, is a major NASA research center at Moffett Federal Airfield in California's Silicon Valley.
This is not just a house but the object of scientific research. It is known that in the 19th century scientists have tried to prove the earth's rotation around its axis. Just then a daring experiment was proposed : to build a house and make sure that during the process of aging the house will lurch to the west, which proves the existence of the planet's rotation. Envious persons of the scientific community, especially the British, argued that the use of the object of the experiment as pubs contradicts scientific ethics and the experiment itself is a waste of money. But we see that the experiment was a success brilliantly!

This is definitely american as far as I can tell. Window dimensions, upper facade, doesn't look Russian to me. If it is indeed a city (not some deserted town) I'd bet on Detroit or Buffalo, just because there are thousands of deserted buildings there...
