Yes, this is obvious each time I visit Moscow and see cars parked everywhere on sidewalks, blocking walkways, etc. In the U.S, cars are towed or ticketed for violations thus we have mostly orderly sidewalks and parking systems. But in Russia, I've never once seen a ticket on any of these cars...when there is no penalty for violations of the law, there is no incentive for people to obey them.
