the typical deal is that they hire you as a teaching assistant
from day one and that waives the tuition. more than that,
you get paid for your efforts. the salary was extremely low, I think I started
at something like $12k/year, but it was enough to pay for
food and shelter. so, thanks to the combination of Soviet
and American systems I got a masters and a Ph.D. in physics
without paying a dime. in fact, I was paid along the way.
as a college student in Moscow I had to get good grades
and that would entitle me to 55 roubles per
month and a free dorm. some years I managed to get straight A's
and that was 65 roubles per month. I felt rich!
