A child is just another dependent in your family that doesn't bring any income, yet consume what you earn. Whether you have a spouse who lost his job or elderly parents, you end up paying less taxes if you show them as dependants on your tax return. The difference is however that older person can at least help around the household, while children bring more mess than help usually. Therefore "paying less taxes" cannot justify having a child, it is a luxury not everyone can afford.
