Russia says they were in one kilometer from the border but over Syrian territory. One kilometer is a very short distance for a plane. Several seconds of filght. So to my opinion they could violate the border if you look from a certain angle.
But anyway if Turks were allies against ISIS they wouldn't care because they know what the planes do here.
