Well ... it's hard to explain in a few words but I'll try.

Even in Soviet times Ukrainians were known for their attention for earthly material things.
They were a constant target for jokes for that.

They are greedy but not in a constructive way like, say, Germans, but sometimes in a ridiculous way.
They are ready to pick and store everything they can especially in cases when they see that it can be picked by others.
Just one example: managers of material stuff in Soviet Army were almost always Ukrainians.
They always had their warehouses full of all necessary and unnecessary stuff.

So in the situation of conflict their brain works in this direction: cut off the wires, stop supplying food, etc.
They also now have stopped paying pensions to pensioners in Donbass.

Russia had a much more severe war in Chechnya but the Russian government paid pensions to all there and thought about a military victory but never about a blockade.

That's a difference in mentality.
