The fellowships are most for foreign students, unfortunately. Yes, this enrages many Americans. :) But I don't mind so much because I think it's very important to have diversity of thought and ethnicity in the classroom. Esp. for legal discussions. The cost of advanced education in the U.S. is really outrageous. For most people, getting a Master's or Doctorate is not a good financial investment.
