Because I am Georgian citizen and I know that country and people too good. Nothing personal, but if that program would have been developed by professionals in education spheres and not for PR reasons (typical for former USSR entirely, if honest), then it would bring some results for those who take part in it.
Now it is just a good chance for English-speakers to spend their time in a distant land and for the locals to observe the foreigner in their boonies. Probably for the first time even, depends how deep the province is.
