Government is perceived in the U.S, as an unfriendly agency. The Constitution,by definition, is a tool to protect the people against government. The guns are available to the citizens of America because of their right to protect themselves against the government, primarily.
Exactly for the same reason it is inconceivable that the government may allow guns in Russia. There is no reason even to talk about this in Russia. First - get rid of your terrorist government. But - just you try!
